The first issue was the promotion of H . J . Res . 116 sponsored by Congressman Kevin Kiley ( R-CA ). The purpose of this bill is to disapprove and strike down the independent contractor regulation issued by the Department of Labor in January . This resolution follows the process outlined in the Congressional Review Act ( CRA ) for disapproving of regulations Congress does not support . The Senate companion legislation is S . J . Res . 63 sponsored by Senator Cassidy ( R-LA ), the Ranking Member of the Senate Committee on Health , Education , Labor and Pensions ( HELP ).
The second issue CLDA members tackled was promoting H . R . 5513 and S . 3018 , the Modern Worker Empowerment Act . This legislation would amend the Fair Labor Standards Act and the National Labor Relations Act to clarify the federal labor statutes regarding the definition of an independent contractor . CLDA welcomes this clarity in our federal laws .
There is a coalition known as the Save Independent Work that has been formed to push for the passage the resolutions under the CRA to strike down the Department of Labor ’ s independent contractor rule . CLDA is a member of The Coalition for Workforce Innovation ( CWI ) which has contributed to their efforts to support this campaign . If you would like your voice heard on this important issue , we urge you to go to the Save Independent Work website to send a letter to your representative .
