White House to enact more stringent standards This dynamic has not been limited to the Phase 3 regulation , though . The White House has delayed the implementation of other environmental regulatory priorities as it seeks to appease both environmental groups with other competing stakeholders such as labor groups and manufacturers .
At this point Phase 3 remains in the final stages of review within the administration . The White House aims to have most regulatory proposals , including Phase 3 , finalized in the Federal Register well before mid-May . If not , there is a possibility that these regulations will likely be subject to the Congressional Review Act ( CRA ) in the 2025 should Republicans retake the majority in the U . S . Senate and / or retain the majority in the House .
Renomination of Secretary of Labor
On Monday , January 8 , President Biden renominated Julie Su as Secretary of Labor . The renomination of Su allows her to continue serving as the Acting Secretary of Labor .
Julie Su was initially nominated for the Secretary of Labor in February 2023 . While her nomination cleared the Senate Health , Education , Labor and Pensions ( HELP ) Committee in April of last year , her nomination languished with several Democratic Senators having reservations about confirming her as the Secretary . The expectation is that the Senate will still not have the votes to confirm Su in 2024 , but she is likely to remain as the Acting Secretary for the calendar year . CLDA
