International and National Situation and Our Tasks
adopted by the All India Conference of CPI (ML)
For the successful completion
of Indian revolution, it is needed to
assess and review the international
and national situation so that
development of class struggle
inside the country and struggles of
the oppressed nations and people
against imperialism in the concrete
situation they are facing can be
viewed in the correct perspective
and directed towards the intended
goal.
International Situation
For the successful completion
of Indian revolution, the review of
the international situation under
which the revolution is to be carried
out should be made time to time.
To base our review let us first
look at the basic contradictions in
the international arena as
formulated in our basic document,
the programme and how they are
active
today.
The
basic
contradictions are:
1. The contradiction between the
imperialism and the oppressed
nations and people of the world
2. The contradictions among the
imperialist countries among the
monopoly groups;
3. The contradiction betw een
capital and labour
4. The contradiction betw een
imperialism and socialism.
Here, we must note the fourth
contradiction was earlier expressed
as imperialism versus socialist
cam p, meaning the f orces of
socialism led by the great socialist
countries the USSR and China.
But both the USSR and China
as well as the East European
countries have taken the capitalist
path. In this situation socialist camp
as such does not exist as before.
But people all over the world are
fighting against imperialism holding

high the banner of socialism and
communalism, so the contradiction
between imperialism and socialism
exist as a basic contradiction.
The main objective of the
review is to look at the develop
ments around the world and find
how the above contradictions are
active.
Objectively it is a time when
imperialist forces are not only
divided, but also are facing one
crisis after another. Through
globalisation they wanted to avert
contentions amongst themselves at
the expense of the oppressed
nations and countries. At the same
time the US imperialism intended
to establish its global hegemony
through this process. But thing did
not work as they expected. Though
they are trying to make the world
believe that they have come out of
the crisis in 2008, they could never
recover fully. W hile the crisis
continued, with the grave situation
that developed in Europe and
devaluation of Yuan in China the
ripples took the shape of high
waves crisis globally. Rather this
can be called as a concomitant of
globalisation.
As a result, the contradiction
amongst the imperialist countries
as well as between the imperialist
countries and the oppressed
nation and people’s of the world
are intensifying.
Earlier the US involv ed,
mobilised and led the NATO forces
behind it to plunder the Middle East
oil. It carried on wars on Iraq and
Afghanistan (gateway of both
eastern and Middle Eastern Asia
and strategically placed at the
border of China). W hen the US
trampled upon the UN Resolution
on Iraq and started aggressing
Iraq, even Russia and China could
not play any active role to desist
the US from such action. The US
with the NATO powers carried on
“regime changes” through covert
and overt intervention in Libya,
Egypt, Somalia, Yemen etc. But
things changed after the 2008
crisis. Moreover, because of the
continued resistance in those
places where they hoped to have
established a puppet rule as in Iraq,
Afghanistan and other places,
contradictions developed between
the West European powers and the
US over the share of booties. At
the same time Russia and China
allied themselves with certain
central Asian countries. Srilanka
etc. So, when the US wanted to
destabilise Iran or Syria, there were
resistance from the imperialist
forces.
The European Union led by
Germany is also gaining strength
both economically and geopolitically. Euro has turned out to
be a contender of dollar in
international trade. Moreover, the
alliance between Russia, still a
military super power, and China to
rope in other forces to fit with their
geo-political interest, have also built
up a two p ronged economic
alliance-The SCO and the BRICS.
SCO (Shang hai Co-operation
Organization) is a body of countries
to carry on trade. Both India and
Pakistan have recently become full
member of it. So along with Iran,
Sri Lanka and a number of central
Asian countries SCO has become
a strong economic and trading
organization to contend with the
US. At the same time, BRICS
(Brazil, Russia, India, China and
South Africa) consists of those
countries who have recently
