organizing agitation against illegal
stone mining by stone mafia with
the backing of local and state
administration. During the course
of agitation, many people were
implicated in false cases and
thrown behind bars. Along with
democratic and progressive
forces, many of the members of
CPI (ML), including the Bihar State
Committee member Com. Ashok
Baitha, were implicated in false
cases to allow the stone mafia to
continue its illegal mining.
The Conference strongly
condemns the repression on the
people and the ranks of CPI (ML).
It demands the immediate release
of all the falsely accused people,
including Com. Ashok Baitha and
immediate withdrawal of all false
cases. It also demands immediate
stoppage of illegal stone mining in
Rohtas district.
On Agricultural Crisis
The crisis of the peasant
economy continues as the
policies that precipitated it continue
to be implemented. The Modi
government continued the
process that is being called as
reforms process, from where the
UPA government left it.
The rural India had a
harrowing experience during this
period. There was pauperisation
of peasantry degrading them from
middle to poor and then to landless
peasantry. The landlessness and
toiling on the land as tenants,
share croppers and agricultural
labours had phenomenally grown
during this period. The land
grabbing by the state to hand over
it to the Indian and foreign big
bourgeoisie also led to rise in the

number of landless households in
the rural India.
The BJP government is keen
to promote the set of policies that
creates a “vibrant land market”
through an instrument called land
bank in which land owners deposit
their land and the potential
cultivators – read corporates - take
lease from it while the a public
agency would work as a clearing
house. The BJP government now
proposed to do away with tenancy
protection laws on the plea that
they failed to protect the interests
of tenant farmers and sent a
model tenancy law to be adopted
by the states. This is one of the
series of steps that the ruling
classes wants to implement to
promote contract and / or
corporate farming
Instead of taking steps to
remove the real causes for the
suicides by the peasants, the
government slashed the number
of suicides by excluding those of
tenant farmers and agricultural
labourers.
Thus every step taken during
this period was placated as a
measure to alleviate this misery of
the peasantry; in reality designed
to alienate the peasants from their
lands to promote the corporate/
contract farming.
Thus the alliance of big
landlords, big bourgeoisie and
imperialism is extracting surplus
labour, utilising feudal as well as
capitalist market form of
exploitation and throwing the
peasantry into misery, pauperisation
and to suicides.
Thus the situation demands
radical measures like redistribution
of land on the basis land to the
tiller, which alone can solve the
agrarian crisis.
The conference calls upon
the peasantry and people to
organize themselves and fight for
the implementation of revolutionary
land reforms with land to the t
