Hul Jharkhand Kranti Dal is basically a peasant organisation of Jharkhand. H J K D is affiliated with AIKMKS. On the occasion of 118th martyrs day of great peoples leader Birsa Munda the 2-day 11th conference of HJKD held on 9 and 10 June. Under the leadership of Munda, the Ulgulan was against the British imperialism, feudalism and their state power the police station and court. The 11th conference started with the homage to the great leader Birsa Munda with the traditional revolt songs and dances. Then the 5 members of presidium consisting of comrades Brisa Hemberam, Babudhan Murmu, Jaswa Kachhap, Mangal Marandi and Lalita Soren began the proceeding of the conference. Dr Rose Kerketta, who first raised the demand for the right to property for tribal women in Jharkhand, was the chief guest to inaugurate the conference. But she didn’ t came because of health problem. So an old activist and intellectual of Jharkhand Fr Stan Swamy inaugurated the conference. He stressed that the land question is still important for Jharkhand since the Ulgulan period of Brisa Munda. Comrades Vashist Tiwary of CPI( ML) Red Star, Bharat Bhushan Choudhary of Samajwadi Jan Parishad and Manzul Oliver Dadel of Birsa Seva Dal also addressed the open session of conference.
All speakers stressed on the corporate loots and state repressions. They also narrated about the communal attacks especially on minorities and dalits. The Sangh goons are also attacking the progressive writers, journalists and intellectuals. These kind of

incidents are increasing day by day in Jharkhand. So Jharkhand is on top of the list for this type of attacks in all over India. Jharkhand is now the laboratory for the Sangh Privar. It is the need of exploiting ruling classes to break the unity of toiling masses. At the last of the open session Comrade Shambhu Mahato of AIKMKS spokes on the history of the Jharkhand movement and the present situation in the Jharkhand. He explained that present exploitative and repressive system is not fit for the adivasis according to their culture which is based on equality, collectivity, brotherhood and labour.
In delegate session the three documents Present situation & our tasks, Political organisational reports and the Constitution of HJKD has been placed before the conference. After the discussion all the three documents has been passed unanimously. A state committee of 23 members comprising of Birsa Hemberam as President and Babudhan Murmu as General Secretary has been formed unanimously.
Following resolution were placed before the conference and passed:
1. Present development policy is an attack on water, forest, land, minirals & toiling masses. Parliamentarian political parties have no differences on this Imperialist development policies based on plunder and repression. This development policy widening the gulf between the rich and poor. The State has been wantonly ignoring the constitutional rights of ST, SC and other weaker sections. So the ST, SC and other toiling masses are isolated in this system. So the conference in the interest of nation rejects this development policy. Conference demands to keep stress on public sector industries and small scale industries to increase employment opportunities.
2. To make peasants self sufficient in producing seeds and fertilizers the agricultural sector must be freed from the clutches MNCs and corporate houses. As recommended by the Swaminathan commission report the price of the agricultural produce should be 50 % more of total cost of production.
3. The aboriginal people of Jharkhand depends on agricultural & forest produces for lively hoods. According to the data of Dr Swaminathan, 83 % of peasants families of Jharkhand have below the 2 hectare land and 0.69 % families have more than 10 hectares land. So 83 % families of peasants are in a hand to mouth existence. So naturally they are not in a condition to use the industrial products, agricultural produces or the service sectors. They are bound to migrate seasonally in search of work with better wage in different states. So to change the present situation of peasantry the land reform is needed instead of land bank for the industrialists. Those lands of ST, SC & others which were occupied by money lenders, new rich & dabangs in contravention to CNT and SPT Acts should be returned back.
4. In agricultural sector lakhs of farmers are committing suicides due to debt trap. While hundreds of crores of rupees are being given
