dissent from the masses. Look back to the labor unrest in the early 1900's - segregation efforts
of the 50's. The war protests of the 1960's - 70's. Politicians have historically used the police to
silence their critics. In many ways the government has put law enforcement in the position we
are today. Is there any wonder that some people still do not trust the police? Do you get a
sense that your community trusts the police?

Can proactive crime prevention send the wrong message. Does the bars on the windows, bullet
proof glass around the cashier and a security guard at the door send a message that the
business and the surrounding neighborhood are unsafe?
