Throughout the report, an arrow indicates a significant increase (↑) or decrease (↓) 
at or above the 95% confidence level when compared to the previous wave. Only 
differences between 2019 and 2020 are noted.  
– Blue arrows (↑ or ↓) represent significant changes that could be considered 
neutral to City perception or performance.  
– Green arrows (↑ or ↓) represent significant changes in a favorable direction.
