For the first time, rating of quality of water and wastewater services has declined significantly year over year. About half of residents rate water utility rates in Arlington as somewhat high to very high, indicating significantly growing concern from 2003. City Initiatives. The city’s efforts on four initiatives are rated as moderate to moderately low.
