A Message from
City Manager Tamara Letourneau
In August, I received the honor of becoming
City Manager of Laguna Niguel. Words
cannot describe my excitement and
enthusiasm to serve in this role. Laguna
Niguel, as I have come to learn, is truly
remarkable. Home to a City government
that practices fiscal responsibility with your tax dollars,
an attentive and active residency, involved community
organizations, natural beauty, and business-friendly
environment, Laguna Niguel proudly provides a quality of
life and an experience not often seen. Laguna Niguel is safe,
it is prosperous, and its future is promising. This is because
of involvement from the community, leadership of the City
Council, and the hard work of our staff and community
partners, such as the Orange County Sheriff’s Department
(OCSD) and the Orange County Fire Authority (OCFA).
I am focused, and driven, to continue this trend of good
governance and unmatched quality of life.
I have dedicated my life to the betterment of the lives of
others by serving in local government. I can tell you with
confidence that you will continue to receive high quality day-
to-day services, creative solutions to issues facing the City,
and a commitment to securing a bright future for this vibrant
and attractive community. I am thrilled about, and dedicated
to, this partnership between myself, the Mayor and City
Council, City staff and you – the community.
I encourage you to keenly look through this winter edition
of the Parks and Recreation Brochure and see all of the
programs, events and classes Laguna Niguel has to offer
you, your family and neighbors. Our Parks and Recreation
Department staff are committed to providing a recreation
experience worth remembering and coming back for.
Whether it is youth or adult sports like basketball, baseball
and even pickleball and bocce ball, Laguna Niguel has it
all for our community’s sports enthusiasts. We hold special
events like the annual Christmas Tree Lighting and Holiday
Lights Decorating Contest – I can’t wait to drive throughout
the community and see your creativity! And of course, we
offer youth development, teen, and adult programs and
classes that you do not want to miss out on!
It is starting to cool down and winter is quickly approaching,
but that does not mean we can’t remain active and go out to
experience all that Laguna Niguel has to offer. Find the right
event, program, or class for you and sign up. Maybe I’ll see
you there and you can tell me all the reasons why you love
Laguna Niguel!

Instructor Showcase
Andreas Frank
Fairy Garden Workshop Instructor
Andreas Frank is a Court Administrator in
Orange County. In his free time, he enjoys
hiking, sailing, videography, and serving as
one of Orange County’s resident “fairyologists” – helping
the fairies to build and maintain their homes, and sharing
their magic! Andreas has enjoyed teaching fairy home and
garden building since 2017. He specializes in helping each
student create a magically unique home for each of their
fairies and gnomes. His workshops are carefully prepared
with the most detailed accessories and materials. Your
fairies and gnomes won’t be disappointed!
Rachel Westfall
Paint, Paste, and Pour Instructor
With a passion for child development, Rachel
Westfall has always worked with children. Her
education background is in Early Childhood
Studies, however, Rachel has worked with all ages. She began
working with infants and toddlers and later gained experience
with after school and summer programs for elementary age
students. During this period Rachel developed and experimented
with various art projects and sensory centers. After the birth of
her first child, she became a stay at home mom to eventually 5
children. In 2011, Rachel became an instructor for Paint, Paste, and
Pour and works in Laguna Niguel and other Orange County cities.
She recently became the owner of Paint, Paste, and Pour after the
founder and operator of 27 years, who is her friend and former
colleague, graciously turned it over to her. Rachel’s understanding
of art and cultural exposure at a young age continues to drive her
desire to enrich the lives of children in Orange County.
Rachel also loves to volunteer with children and youth in the
community and has served on PTA boards, as a church youth
leader, and in scouting with her boys. She currently volunteers
with a youth choir that her youngest daughter is in, and recently
traveled with them to New York City to hear them sing in Carnegie
Hall. When Rachel isn’t teaching, she enjoys spending time with
her family. They love to travel together, find new dining spots, and
go to Disneyland.
