CIRO’ s Perspective
CIRO supports the creation of GBR and welcomes the move towards vertical integration, clearer accountability and stronger customer focus. CIRO’ s perspective is that reform will only succeed if operational decision-making is designed around the real railway: a national system in which local decisions have networkwide consequences.
The Institution’ s concern is not that Integrated Railways are the wrong starting point. They are essential to bringing track and train together. The concern is that they must sit within a strong national operating framework, supported by common standards, common behaviours and clear escalation routes. Next, we set out the key themes to be addressed to create a GBR that is locally empowered but nationally coherent.
