CCCF takes a very hands-on
approach to inspections and
testing. They do not support a
network of international agents
for certifications at international
locations, as is the norm for major
certification organizations like UL.
Nor do they accept self-certified
declarations like NFPA or CE. Their
intention, rightfully so, is to require
access for their test engineers into
the factories of those manufacturers
(mostly domestic Chinese firms) to
introduce the required concepts and
force accordance to their testing
What is CCC ?

and some heated conversations, in
the boardrooms of many foreign
fire equipment manufacturers who

To give the new requirements
more weight to throw around, the
authorized organization overseeing
and undertaking CCC certification
of fire equipment is now the Quality
CCC, also known 3C by Chinese, has
a slightly shorter official name than
some of its quality related brethren,
China Compulsory Certification.
After China joined the WTO, all
trading activities of China should
be in accordance to WTO principles.
In order to become more deeply
involved into the world's broader
economic circle, China had to make
some big changes in its certification
system to adapt to the WTO
requirements.

CCC regulations, like UL, are
theoretically designed to effectively
protect consumer safety. To achieve
this, CCC increasingly holds greater
influence on manufacturing
companies because, according to
some laws, the products which are
on the CCC list are forbidden to pass
through China Customs or be sold in
mainland China until those products
achieve CCC certification and are
applied with the infamous CCC logo.

We at CFB have heard our fair share
of horror stories from manufacturers
that use local Chinese agents for
getting their CCC certifications. Be
careful. Control as much as you can
in house, and double and triple check
work that agents conduct on your
behalf.
● Changing names on CCC
certificates into Chinese to show the
name of the agent's company, instead
of the manufacturer, as a way to
claim exclusive importation rights is
common.
● Sample equipment being returned
to agent, instead of manufacturer
where sample was delivered from.
What happens to it? Sold for some
fast cash, most likely.■
