PLANNING AND POLICY Determine Community Use of Other Open Space Providers • If resident needs are being met, investigate ways to improve resident access at existing services if needed • Identify gaps in the provided services and form partnerships to meet resident needs Description At the time of the planning process, the Lake Forest Park and Recreation Department provided active recreation service to 6,089 of the City residents leaving 68% of the community underserved as measured by NRPA recommendations. While this is a very large number of underserved residents, there are numerous other open space providers in the community who may be meeting resident needs. Area public schools also provide public, active recreation amenities, some of which the Department maintains. Private active recreation providers such as golf clubs and recreation clubs provide additional active recreation services to their members. In addition to these active recreation spaces, the Parks and Recreation Department department offers five additional properties that serve passive recreation needs. The Lake County Forest Preserves and Lake Forest provide additional, publicly available open space typically used for passive recreation as well. Due to the large number of other open space providers and acreage within the City of Lake Forest, the Parks and Recreation Department should determine how residents in underserved areas of the community actually use Department and other agencies’ services. If resident needs are being met through these other sources, the Department should not utilize resources to develop new recreation that duplicates existing amenities or are unlikely to be used.
