PARKS AND OPEN SPACE Implement Northcroft Park Improvements • Develop a site master plan for improvements including • Internal path system and accessibility improvements • Basketball courts • Resurface tennis courts • Baseball field • Wayfingding signage and regional path map Description Northcroft Park currently provides a variety of active recreation amenities but also lacks some basic features and has several features that are outdated or in poor condition. The section of the park north of the shelter is in significantly worse condition than to the rest of the site. This area includes a softball field and open fields for soccer both of which are in poor condition. There is also a depression that is flooded to create an ice rink in the winter and is serviced by the enclosed shelter immediately to the south, however, there is a steep slope between the two and there are no path connections or permanent seating at the ice rink. The northern half of the park is surrounded by a perimeter walking path but this paving does not extend to any of the amenities. The south side of the park is in much better condition and includes tennis courts, seating areas, a playground, and open space for soccer fields. These amenities are generally in good condition with the exception of the tennis court paving. Paths in the south part of the park connect to the built amenities and connect to a trail to the Grove Cultural Campus. Currently, the park is disjointed, divided by the enclosed shelter and elevation changes located in the center of the site. It is recommended that the Parks and Recreation Department complete a master plan to reassess the park use and available amenities. Residents in the online survey specifically requested repairs to the tennis courts at this location and adding basketball courts throughout the City. The city is also deficient in basketball courts according to Statewide Comprehensive Outdoor Recreation Plan (SCORP) benchmarks and would benefit from the addition of at least one additional court. Staff commented on the poor condition of the baseball field and stated that it is rarely used. Depending on resident use and park needs, the baseball field and other amenities in this area of the park may require replacement with in-demand items that will encourage greater resident use. It is also recommended that the master plan address park circulation to improve access to existing and new amenities and to better advertise the connection to the Grove Cultural Campus.
