Overview
The Action Plan Chapter outlines the proposed tasks and projects for the City of Lake Forest Parks and Recreation Department
over the next ten years.
Purpose
This chapter outlines the steps and potential
timeline for implementing the Master Plan
strategies identified in Chapter One. They were
further refined and finalized through workshops
with the staff, Friends of Lake Forest Parks and
Recreation Foundation, and Parks and Recreation
Board to develop the Action Plan. This plan is
to act as a guide to assist the Department in
implementing the strategies over the next ten years
and will be periodically re-evaluated and adjusted
to reflect completed projects and the community’s
changing needs. The Action Plan is organized by
fiscal year into quarters (Q1, Q2, Q3, and Q4) to
provide a general idea of when each action or
action item step might occur within a given year.
Each action item is also coded as Facilities, Parks
and Open Space, Planning and Policy, or Plan
updates.
IMPLEMENT: ACTION PLAN
Detailed descriptions of each action item and
corresponding strategies can be found in the
previous chapter on pages 11-25.
Ordering Criteria
To help determine when each item should be
implemented within the ten-year plan, the
following criteria were considered:
• Current Planned Initiative: It is a project that
is already in progress or has recommended CIP
funding
• Meets Recreation Need/Interest: It provides
for a need or interest identified from the
Connect Phase findings
• Age/Condition: A facility or amenity is at or
nearing the end of its useful life or is in poor
condition
• Availability/Utilization: An offering, facility, or
amenity has limited availability and/or is highly
utilized
• Attainability: Considers the City’s financial and
staff resources to accomplish certain projects
over a ten-year period
• Additional Data Required: More detailed
information is needed concerning indoor
space, market, or program needs to inform the
required investments
