In a time of transitions , lots to look forward to

Transitioning . This is the theme of this month ’ s Villager . Seems like a polite way to describe 2020 . It is not the term
TISH I would have used to describe
2020 , but my term would not get past the copy editor — at least not in this publication .
We are all wondering what the new normal will look like . For many years I worked in downtown Portland . Now I am wondering if I will ever enter downtown Portland ( or any major city ) again . Most days I resist leaving the Charbonneau “ compound ,” even to cross the river into downtown Wilsonville . I am beginning to view the Boone Bridge bottleneck as an asset rather than a liability . Do we really need that additional south bound lane ? Yes . We definitely do . But ...?
One thing we already knew but is even more obvious in 2020 — we all picked a great place to live ! They tell us the new normal will be less urban focused . We ’ ve got that covered . They tell us the new normal will be more outdoor focused . We ’ ve got that covered too .
The limits on indoor activities are driving people outdoors . Maybe we will all gain a renewed appreciation for the health benefits of being outdoors . The golf course that winds through our community and provides the foundation for much of our community ’ s social activity is enjoying a record year . Especially in these times , it literally serves as an artery pumping life through our community . And the new outdoor Pavilion ( thanks again , Charbonneau Golf Club ) is rapidly becoming popular for meetings , small gatherings and even a Farmers Market . Remember , Charbonneau residents can book it for private events through the Charbonneau Country Club office .
A big “ thank you ” to all Charbonneau residents who tuned into the community meeting / webinar on Aug . 26 , 2020 put on by the Village Center Development Task Force ( VCDTF ). It was a very successful community event and indicated a strong level of support ( 96 %) for re-purposing the existing clubhouse as an Event Center with an upscale casual restaurant serving golfers , the community and the public , and expanding pickleball availability in our community ( 82 %).
Based on the indicated support , your board has authorized the VCDTF to collaborate with Charbonneau Golf Club , Inc . in regard to development of a plan ( s ) and timeline , for consideration by the board , for moving forward with design and construction of this exciting potential renovation project involving the existing clubhouse .
Your board has also authorized the VCDTF to collaborate with the Charbonneau
Tennis Club Board to create a timeline and plan for moving forward on an all-weather pickleball facility . They will be exploring options of covering one or both of the existing outdoor tennis courts ( each tennis court can serve as two pickleball courts ) or locating this Pickleball facility somewhere else in Charbonneau . The VCDTF will also be doing outreach to all interested Charbonneau residents . Again , they will report their findings and recommendations to the CCC Board for its consideration .
The 2020-2021 Board Committee Chairs and members are finalized and posted on the Country Club website . At least they are final for now . Changes sometimes occur during the year . If you have an interest in serving on one of the committees , please contact that committee chair . Committee meetings are open to all Charbonneau members to attend . The degree of direct involvement in the meeting by any non-committee member is at the discretion of the chair .
The board ’ s goals / priorities for this year have also been adopted . Again , they are posted on the Country Club website . Not surprisingly , the new Activity Center is the number 1 item listed . By the time you read this column , it is expected that the financing will be in place , or nearly so . A big thanks to Gary Newbore , CCC vice president and Village Center Development Task Force member for chairing the committee arranging this financing . Committee members assisting him include Jim Meierotto , CCC general manager and Ryan Fraunfelder , Charbonneau resident
and retired bank executive ( there ’ s that deep pool of talent again ). Repayment of the construction loan to build the Activity Center will be funded from current assessments going into the Capital Improvement Fund .
Renderings and floor plans of the proposed new facility are posted on the Country Club website and likely included in this edition of the Villager . Construction is expected to begin in the first quarter of 2021 , and occupancy is expected sometime in the late fall or winter of 2021 / 2022 .
Yes . Many actual and potential transitions are under consideration and / or are underway . After years of planning , more and more of those plans are becoming a reality . It is an exciting time to be in Charbonneau .
Another transition underway involves Charbonneau Golf Club , Inc . It is now a subsidiary of the Country Club but is governed by its own independent board of directors . By design , the Country Club has broad oversight from a financial perspective but limited influence on day to day operations . The Golf Club board contracts with OB Sports to manage golf operations .
There are two joint committees working on the development of relationship issues between the Country Club and the Golf Club . Both are chaired by Jim Gibbons on the Country Club side , and Joe Brouillette on the Golf Club side . One is developing financial metrics to be used to measure Golf Club financial performance . The other is negotiating “ common element ” relationships , including how , when and at what cost the Country
