CCC President ’ s Column

Several projects are underway in Charbonneau

Hello everyone . The theme of this Villager edition is " independence ."
While we do have a divided nation in several respects , the good

news is that we do have the right to express our views and , when you get right down to it , we are pretty darn fortunate to live in this country . We are even more fortunate to live in a place we call Charbonneau . Several initiatives are occurring in Charbonneau and I would like to give you a status of them as of June 10 .
Activity Center : After much anticipation , construction started on May 18 with the addition of half a bath ! Construction equipment arrived on site the next day and site grading is underway . The building will be little more than 17,000 square feet and will contain a larger fitness center , an aerobics room , staff offices , a larger library , several meeting and activity rooms and a gathering area . We expect to have the new facility open by the first quarter of next year and , between the
new building and the current clubhouse , we will be able to increase the amount of resident participation in Charbonneau activities . On the cover of this edition are Anne Shevlin and Kathy Fuller who co-chaired the task force that led the way for the development of this facility . A big pat on the back to them for the hundreds of hours
they have put into this project !
Golf Course : The fiscal year ending
March 31 , 2021 was one of the most profitable years ever . The 2021-2022 year has started out well also . The major capital project this year is removing the old scuppers on the yellow course and replacing them with a new drainage system to help the course drain better . The Yellow Course improvements were completed in late May . Red and Green Courses will be
completed in the next couple of years .
Pickleball : The committee studying
pickleball is expected to make their recommendation to the CCC Board of how many courts to build and where to locate them by the end of August . Construction could be underway late this year or early next year . The number of residents signed up on the pickleball list is amazing and reflective of what is happening nationally in this rapidly growing sport . Also , just to dispel a rumor I hear going around , money to build the courts is already in our Capital Fund budget . There will be no increase in dues to build the courts . Membership costs should also cover most , if not all of the operating costs as
well .
Security : Although Charbonneau is
already one of the safer places in the metro area , we are improving it more . A central server has been installed

and cameras and alarms have been installed in the Pavilion . Future additions will be in the marina , Activity Center , the Event Center , the RV park and probably the entrances to Charbonneau .
Paddle Club / Marina : We purchased
the boat house a year ago to allow residents to store paddle craft such as paddle boards and kayaks . The parking lot , which is woefully small , needs to be expanded to accommodate more vehicles before we can start remodeling and using the boathouse . An easement agreement with Haven Apartments has been reached , a new retaining wall designed , and permits will be applied for upon board approval . If the board approves moving forward , construction could take place in the late fall after the marina is closed for the season . The board has approved the project through the design phase thus
far .
Restaurant : Discussions between CCC
and the golf course are in process ,
which hopefully should move into the negotiation phase shortly . The Turn will continue to operate as is with some improvements the golf course is planning and a restaurant will be developed in the existing clubhouse . Under current thinking one operator will manage both venues and have access to both kitchens . The clubhouse banquet room will remain as is and be
available for large dining gatherings .
Webpage : We are developing a new
webpage that should provide more information than our current webpage and let luddites like me have an easier time accessing it . We hope to have it completed by the end of this summer . Our featured board member this month is Pat Tewell . Pat has been the board secretary for the past four years and is very thorough . She is one of the nicest people I have ever met and is very gracious and accommodating . She is also our activities committee chair , so she is responsible for overseeing all the activities in our clubhouse . I asked her to write a few words about herself and time on the board and here is what she wrote :
" My husband , Mike , and I moved to Charbonneau from Salem in December 2004 to be closer to our grandchildren . I had a banking background in the audit division and worked for the city of Salem as a financial counselor and compliance officer . It was instilled in me when I was young to serve and be involved in my community . I have had the pleasure of being on the CCC Board for four years in communications , landscape , and activities committees . Currently I am secretary of the board and chair the activities com-
