20 THE CHARBONNEAU VILLAGER August 2020 Charbonneau Men’s Club By JOHN MCLAIN Nominating Committee recruiting talent for board members, committees The Men’s Club has about 230 members. When I moved to Charbonneau and joined the club many years ago, I MCLAIN was able to meet a lot of people through the social events of the club. Many of those meetings have resulting in a developing some very good friends between our families. The pandemic has all but eliminated the ability to host social events, as well as the associated opportunities to meet and make new friends. So, at the July board meeting, as well as days afterward, the members discussed new processes to “mix up pairings of foursomes” on a more regular basis for regular play days. This encourages meeting new people, as well as balancing the foursomes more evenly regarding handicaps. Please join me in signing up for these random pairing events, and perhaps you too can make some new friends. Notes from July board meeting Hole in One Prize Pool — The Men’s Club Board has reopened the Hole in One Prize Pool competition as of July 9. Because we are still restricted by the COVID-19 illness, we must continue to play with modified holes. The hole in one shot must remain in the modified hole. If the ball comes out of the hole, the shot does not qualify. The full policy can be found on the Men’s Club website in the ADMIN area. Events calendar The calendar was reviewed and adjusted in light of the pandemic’s impact on golf and social events: See MEN’S CLUB / Page 23 Civic affairs From Page 19 restricted area it creates dangerous river conditions. Their points are that opening the Newberg Pool will reduce congestion, reduce user conflicts, limit impacts on endangered species, reduced impact on docks and create easier enforcement. Citizens opposed to the petition say large wakes cause safety issues not only for non-motorized river users but people on docks. Kayaking, paddle boarding, fishing and swimming are unsafe or impossible with wake boats. Unnatural forceful wakes clearly cause damage to docks (Charbonneau has one) and shorelines and threaten endangered species and their habitat. Increasing wakeboards’ area of use will negatively affect property values. Second thing. Petition 57, to change the way our districts are formed for the state Legislature, qualified for the November ballot. This petition is about how we redistrict. Ten years ago Charbonneau was moved to District 39, separating it from Wilsonville District 26. The petition is asking voters to decide how we redistrict. The legislature currently decides redistricting. Petition 57 puts the procedure in the hands of a citizen commission and out of the hands of politics and the legislature. In both cases the districts must be non-partisan, geographically connected with transportation links and use existing geopolitical and geographic boundaries. There are very strict qualifications guidelines for the citizen commissioners and a panel of Oregon Administrative Law judges would pick 50 Republicans, 50 Democrats and 50 Unaffiliated voters. From this pool four people are picked from each group randomly. This isn’t new and it has worked well in 10 states. It might get us back into District 26. The petition is called People Not Politics. Finally developers are trying to rezone the Church of the Reef property again. Remember it is EFU land and the developers are asking for a waiver of Rule 11 of our Oregon State Land Use rules. It’s that pesky Public Facilities and Services rule (among others). We are OPEN both in clinic and virtual visits!
