of Wilsonville . This request is supported by Rep . Courtney Neron , who represents the 26th District . The Charbonneau Country Club Board of Directors passed , with a unanimous vote , a resolution supporting the city ’ s efforts to require the state to develop a new master plan for the airport with an intergovernmental approach . The impact on traffic , pollution , infrastructure and other issues as the airport seeks to expand will greatly affect our community . Having a voice and a “ seat at the table ” in future plans is a long-held position of the CCC Board .
Tony Beach , Director of Airports with the Department of Aviation , addressed the Civic Affairs Committee and spoke to the noise abatement issues . The CCC Board will continue a dialogue with the airport and is represented monthly at the Positive Aurora Airport Management meetings . Mr . Beach and others connected with the airport will be invited to speak to our community in the months ahead . Certainly when the restrictions for gatherings is relaxed and we are out of the Zoom meeting mode , we can continue to have constructive discussions on how to mitigate our concerns here in Charbonneau .
Bills affecting our HOA
The CCC Board also expressed their concern with HR 2403 . This bill would greatly limit the CCC Board from “ adjusting on the fly ” our budget . For example , we certainly did not plan on or budget specifically for the storm cleanup . Under the bill , however , we would have had to wait two weeks and then go out to the community for a vote on whether or not we could move the needed funds from our reserve account budget over to our operating budget .
The board ’ s other concerns about the bill were pointed out in last month ’ s column . Specifically , the budget and assessment process are already defined in our CC & Rs as well as our bylaws . There are many HOAs in the state of Oregon of all different sizes and types including homes , condos , vacation resorts , etc . The board is concerned that the “ one size fits all ” legislation is not in the best interests of our community . We have multiple ways for our homeowners to participate in the budget process , including open meetings ,
budget committees and our newly formed financial oversight committee .
The CCC Board is also monitoring HB 2555 that would place weight limitations on boats towing skiers and wakeboarders in the “ Newberg Pool ” of the Willamette River . We have over one mile of river shoreline and are very concerned with erosion and damage to the banks along our community . There are two identical bills that would limit the boats to 4,000 pounds gross weight in order to obtain a towed watersports permit .
TVF & R Paramedic Station update
Charbonneau has been advised that the new TVF & R Paramedic Station opening has been delayed . This was caused by some construction issues , mainly the discovery of mold in the walls , while they were doing the remodeling . This delay is just as frustrating to the first responders as it is to our community . Although there is no timeline when the construction will be completed , it is still a high priority for the department . By placing a paramedic station closer to our community , it will decrease response times by at least four minutes .

In March , Charlotte Lehan returned to give us the much-anticipated part two of our local history , “ After the Boones .” We learned about the steamboats on the river ( the first Oregon super highway ) in the mid 1800s , with most gone by the 1930s .
Changes in transportation continued to be a focus as we heard how the locks by Oregon City changed entire communities after they opened in 1873 . Railroad access included our local train station with 19 trains a day , including getting high school students to schools in

Portland . The opening of Interstate 5 with the Boone Bridge in 1954 had the unforeseen consequence of bypassing our local area so many local businesses closed or moved to other locations . History is visible from the bluff along the river where you can see the concrete and steel trestle built in 1940 to replace the original wood trestle , which burned the year before . It ’ s still used for trains today .
The Boones Ferry closed in 1954 and the town of Wilsonville dwindled to less than 800 people ! What rescued the area turned out to be the Dammasch State Hospital , opening in 1961 after a 500-acre land deal that involved 13 different landowners . This brought 400 jobs to the area and shifted the population to more residents with advanced educations changing the Wilsonville demographic .
