CCC President ’ s Column

Revision of bylaws , board member approvals are up for votes

Hello everyone ,
The theme of this month ’ s Villager is “ Mothers ” in recognition of Mothers ’ Day on
NEWBORE May 8 . We all have mothers and
approximately half of our residents are mothers , so we salute you all .
On May 18 at 6:30 p . m . the Charbonneau Country Club will have our annual HOA meeting . This year , with COVID mostly behind us , we will return to an in-person meeting in the clubhouse or Activity Center , TBD . Why is the annual meeting important ? Well , first of all it is a time for the CCC Board to give a yearly summary of our affairs , including our financial picture and other activities . In a way , it is our “ State of the HOA ” address . I urge all of you to attend this 6:30 meeting .
Second , it is the time to vote on CCC Board members and other matters . This year three seats on the Board of Directors are up for a vote . Another item that is up for a vote is a revision of our bylaws . If you read our bylaws when you
moved here or some other later time , you undoubtedly felt they were confusing and horribly out of date . That is because they are . A board committee has been working since early 2020 on cleaning them up and bringing them into the modern age . In our current bylaws , the developer of Charbonneau , Willamette Factors Inc ., is mentioned several times . They don ’ t even exist anymore . There are also many dates by which something was supposed to happen . Those dates have long since passed . There are also multiple classes of voters . The revised version eliminates those three items , creates one class of voter , a resident owner , and follows current state law , which recognizes and allows electronic communication .
April featured the grand opening of our new Activity Center on April 14 . I hope you were able to attend the ceremony or at least have had the chance to go through the building since that time . I can ’ t give enough praises about the role Anne Shevlin and Kathy Fuller played in the building development . They both invested a huge amount of their time and they were both just awesome . Thanks also goes out to Lynda Huber Marshall and the Charbonneau Women ’ s Association , who contributed a very generous donation of $ 1,830 to buy a table and chairs for our new library . In other board and staff activities , all marina slips have been rented , and we have applied for permits from the city that will allow expansion of the marina parking lot . Hopefully , construction of the expanded parking lot can take place this year . The
Edith Green Park survey had over 600 responses . Our consultant gave the park committee three alternatives at the end of March , which the committee discussed and will make a recommendation to the CCC Board in April for the May CCC Board meeting . We have our CAD drawing back on the Village Center parking lot and have confirmed its designer ’ s , resident Bill Jackson , estimate of being able to create over 60 new parking spots in the village fairly inexpensively . Thank you , Bill . In addition , a board committee held the golf course ( CGCI ) shareholder meeting during which the budget was approved and three new CGCI Board members , Terry Borst , Perry Esterson and Ken Teunon , were approved . The shareholder meeting , approval of the budget and approval of new CGCI board members are required by the merger agreement .
Lastly , some of my fondest memories of my mother was our morning breakfasts . We were the two early risers in our family and most mornings the two of us chatted over breakfast while the rest of the family slept . Looking back , it was quality time spent with my mother that I will always remember , and I ’ m sure she used the time to check on me and my activities as well . Speaking of having someone checking on me , many years later and now being an older gentleman , I am very fortunate to have someone checking on me every week . He is from another country and is very concerned about my car warranty ! Happy Mother ’ s Day to all our resident moms .

Leadership change at Charbonneau Golf Club

I have announced my retirement effective on March 30 , 2022 after serving on the board and as chairman and president since 2017 .
It was a very busy and
BROUILLETTE productive five years and I want to thank the Charbonneau community for their support and the opportunity to serve .
I am very proud of what the golf club accomplished in these five years on behalf of both the golf community and the community at large .
