At CCF, we are committed to ensure that we continue to offer members products and services that not only meets your discerning business needs, but represents excellent value for your CCF membership.” John Kilgour, CEO PRESIDENT & CEO’s MESSAGE This time of year is an opportunity to reflect on where we have been, what we have achieved, and celebrate these achievements …. but then also look forward to how we can do better in the year ahead. This year saw the launch of our 2016/17 Strategic Action Plan centred on Skills, Member Services, Advocacy, Representation & Technology, or “SMART”, which provided much of the impetus, focus and framework for our work over the last 12 months and also in the year ahead. Our 2016/17 Annual Report is not just produced as part of our legal and fiduciary requirements, but it provides members with an important update on the work that CCF Victoria is undertaking for and on behalf of the all contractors in the civil construction industry. SUSTAINING THE PROJECT PIPELINE While this report outlines the results of our advocacy work, CCF welcomed the release of two strategic pieces of work commissioned by the State Government that is important to securing a sustainable pipeline of major infrastructure projects, reduces costs and provides the industry with confidence by outlining a clear forward works program and procurement framework; supported by the 2017 State Budget announcements. (i) Reforming Public Construction Following CCF engagement and representation into the review, the Treasurer, The Hon. Tim Pallas, released the State Government’s report into Reforming Public Construction including areas for improvement in practices for the procurement and tendering of major infrastructure projects in Victoria. With a focus o n seeking greater standardisation in procurement, reducing unnecessary time and costs to industry in tender processes and improving government capability and planning in construction procurement, we commend the Government on this initiative and making construction procurement processes more consistent across Government. (ii) Infrastructure Victoria 30-year plan Following a year-long consultation and development process, Infrastructure Victoria released it’s 30-year infrastructure strategy, which was tabled to Parliament in December. The recommendations cover all infrastructure sectors from improving transport connectivity, to providing better access to health, education, justice services, securing Victoria’s water supply and transitioning to a cleaner energy fuel. (iii) 2017 State Budget Announcements CCF again participated in the State Budget “lock up” and welcomed key funding announcements in the 2017/18 State Budget. At a time where we are seeing unprecedented funding announcements being committed in the forward estimates towards major infrastructure projects (circa $9.6bn per annum) that will drive social and economic growth in this state, key announcements impacting on CCF members included: • $2bn to upgrade regional roads and build new roads that reduce congestion, improves safety and connectivity; • $500m allocated to rebuilding Victoria’s regional roads, including $260m for maintenance covering more than 850kms of deteriorating roads; 9
