This cartoon is very against the Democratic Party. It depicts President Obama disrespecting a very famous monument and therefore the veterans.

The cartoon shows President Obama as being very rude and disrespectful towards the veterans and the respected monument. This puts the president in a bad light.
what "reality" is constructed/framed about your issue?
The reality is that the government shutdown did close the national parks and that a lot of veterans are very upset with how Obama Care affects them. Both of these are issues that the cartoon touches on.
analysis:
This caroon hits on two very large points. The first being that Obama Care has run into some problems with the veterans . The second main point is that the government shutdown was entirely President Obama's fault. The aggressor is made to be the president while the victim is the veterans and the public.
