State supremacy in these matters has been ruled and upheld. The cost in resources and time to prosecute any person or business in full lawful compliance with State laws would be enormous with the likely outcome being appealed to the upper courts that in turn should rule in favor of the defendant and also would uphold the notion of State supremacy. The only reasonable interpretation is that those who operate outside of the law are now on notice and will face Federal prosecution where warranted. This interpretation is effectively what Canada has been doing as it methodically removes the illegal elements to the extent possible in advance of that country legalizing adult recreational marijuana.
This release by the MPX Bioceutical Corporation (MPXEF) succinctly and plainly details their interpretation and it mirrors what I believe is the only reasonable intent of the policy change. So with interpretation, more than ever I indeed could not have chosen a more appropriate title.
