So in a pure sense nothing has changed at all. At time of writing, the Cole memo remains rescinded and has not been replaced. The Judiciary still has a budget of $0 to investigate, charge, and prosecute anyone person or business in lawful compliance with state law/regulations. Only the tone has changed. This is like telling a child that they are grounded and their new bedtime is 8pm when it had been 10pm … and months later state the punishment has ended and the child may now stay up as late as 9pm. It feels like a victory but we are left with less than we had before. Without doubt it was a good first step but that is all it is – a first step. Let’s see what the next few months that form day zero bring.
