The social perception of marijuana has been quite negative since the 1930’s when Harry Anslinger, a former assistant commissioner of the Prohibition Bureau who headed the U.S. Treasury Department’s Narcotics Bureau for 32 years. Mr. Anslinger, lobbied to pass the Marijuana Tax Act of 1937. He constantly preached that a significant amount of crimes were committed by people that smoked marijuana. Mr. Anslinger included marijuana in the same category as heroin and cocaine.
