I happen to have a deep interest in these issues, as my doctoral dissertation was on the management of flexible learning in the VET sector. My thesis was that VET managers require a vast number and range of strategic and operational skills to ensure the quality of flexible learning, which includes online learning. These staff skills take years to develop and without them within the organisation, course quality will be uneven and students will be put at risk.
