Both universities recently received a joint 19 th ranking in global assessments , which makes them attractive places to study for prospective students .
Western Sydney University ( WSU ), on the other hand , is a different place , with a different mission and its own way of earning social licence .
WSU is deeply embedded in local communities , including businesses and all levels of government , and its mission for global contribution is critical to its objectives .
Recognising the responsibility to grow tertiary education provision for a fast-growing population , WSU is helping other tertiary education institutions move west .
WSU is gaining and articulating social licence , particularly through its association with local communities and serving local priorities .
However , WSU is also tackling local issues with global relevance , including diabetes and the impact of climate change .
By addressing these issues , WSU is demonstrating its relevance to the priorities of local communities along with world-leading contribution to UN sustainable development goals . It has achieved this more than other global universities for two years .
WSU seeks its social licence from local communities , with a more significant proportion of first-in-family and underrepresented student groups than other universities in Sydney .
The Universities Accord seeks to celebrate a variety of missions rather than promote one over the other .
It is tasked with fairly distributing fixed resources and future funding with growing demand and participation while funding global ambitions for reputation and impact .
To do this , the Accord must look beyond the demands of single

institutions to meet the priorities of a nation with growing skills and knowledge development needs .
The outcome of the Accord envisages new accountability mechanisms and a means of promoting institutional diversity .
We should celebrate the differences and diversity in the missions of our institutions and encourage compacts that allow them all to flourish , which might require different funding and regulatory environments in the future . ■
