THE HUNT-FISH RULE : A CONGRESSIONAL RESPONSE

The final hunt-fish rule implemented by the U . S . Fish & Wildlife Service fails to consider alternatives that could mitigate lead exposure for wildlife populations and humans . Instead , the Biden administration jumped to the most restrictive and politically expedient option of banning lead ammunition and tackle .
In response to the rule , Sen . Steve Daines ( R-MT ), Rep . Rob Wittman ( R-VA ) and Rep . Bruce Westerman ( R-AR ), the House Natural Resources Ranking Member , introduced the “ Protecting Access for Hunters and Anglers Act of 2022 ” in both the U . S . Senate and House of Representatives .
If passed , these bills will block the newly implemented and arbitrary hunt-fish rule that phases out lead ammunition and fishing tackle on many refuges , along with prohibiting the secretary of the Interior or the secretary of Agriculture from banning the use of lead on federal lands . The bills also require federal agencies to ensure that any ban is consistent with existing state law and regulation , and that a state ’ s fish and wildlife agency has approved the action .
The bills include an exception allowing for the regulation of lead ammunition or tackle , but only if they can show with specific data that lead ammunition or tackle is causing a decline in a wildlife population and the regulations are consistent with state law .
