Intel was a first-mover and early investor in Vietnam . The company opened a representative office in Ho Chi Minh City in 1997 , followed shortly afterwards by Hanoi . Less than a decade later , in February 2006 , Intel announced its plans to build the world ’ s largest Assembly and Test facility in Saigon Hi-Tech Park . 2006 was the first announced $ 1B investment in the country and the largest FDI by a US-based firm .
