Rail Ops Conference 2025: Sharing Knowledge, Shaping Rail

On 15 th October, we welcomed 200 members to Kings Place, London, for the first in-person Rail Ops Conference.
Having been held online since its inception, this year marked an important milestone in bringing the community together face-to-face for a day of learning, networking and discussion.
Places were highly sought after, with attendees selected by ballot and offered free access as part of their membership. The day began with a warm welcome from Mark Hopwood, Managing Director of Great Western Railway and newly appointed Chair of CIRO.
Session Highlights
The programme was built around four central themes shaping rail operations today: integration, digital and data, devolved and private sector operations, and developing the operators of the future.
In Creating an Integrated Railway, David Davidson( South Eastern Railway) shared his experience of driving integration in practice, Tracey Messner( Network Rail) explored why Wales is taking a different – and exciting – path in rail reform. Finally, Ben Rule gave his extensive experience on representing operations in major projects.
The Digital & Data session explored how technology and information can enable better decision-making and collaboration. Insights from Paul Plummer( University of Birmingham), Tom Desmond( Network Rail), and Tony Osborne and Claire Volding from Network Rail High Speed underlined both the opportunities and the complexities of digital transformation.
The afternoon began with Devolved & Private Sector, where voices from across the industry, including Maggie Simpson( Rail Freight Group), Charlotte Whitfield( Arriva Rail London) and Stuart Jones( First Rail Open Access), offered perspectives on decentralisation, freight, and open access.
Finally, Developing the Operators of the Sector focused on people and skills. Highlights included Chris Jackson( TransPennine Express) reflecting on future challenges, Rehana Khawaja( Chiltern Railways) sharing her personal journey through cultural barriers, and Bronnie Clarke( Network Rail) emphasising the vital role of purpose and motivation in attracting and retaining talent.
A Day of Learning and Connection
Throughout the day, delegates networked with colleagues, explored information stands, and engaged with representatives from CIRO and our event sponsor, WSP. Their generous support made the day possible, and their presence in the Exhibition Area highlighted their commitment to advancing the rail sector and professional development.
We also extend sincere thanks to all of CIRO’ s Corporate Members, whose ongoing support enables the Institution to deliver flagship events like Rail Ops, alongside our wider programme of CPD, mentoring and networking opportunities.
Reflecting on the event, Kelly Marklove, CIRO Membership Manager, said:“ Rail Ops has quickly become one of the most valued dates in our members’ calendar. To see it delivered in person for the first time, with such strong engagement and energy in the room, really underlines the importance of bringing our community together to share knowledge and shape the future of rail operations.”
Thank You
We are grateful to every speaker who contributed their time and expertise, to WSP for sponsoring the event, and to our Corporate Members for their continued commitment. Most importantly, we thank our members for your engagement, questions and enthusiasm, which make the Rail Ops Conference a highlight of the CIRO calendar.
If you were unable to attend, don’ t worry – all sessions were recorded and will shortly be available to watch via CIRO TV.
