Philip Sherratt Appointed CEO
As CIRO embarks on our next exciting phase of growth and innovation , we are thrilled to introduce Philip Sherratt as our new Chief Executive Officer .
Since joining in October , Philip wasted no time in engaging with the team and immersing himself in the organisation , both operationally and culturally .
In addition to gaining a deep understanding of the organisation ’ s strengths and capabilities , Philip has also begun identifying areas for improvement and setting a clear vision for CIRO ’ s future .
His arrival comes at a critical juncture for both the Institution and the wider UK rail industry , as the sector undergoes major reforms through the Great British Railways ( GBR ) initiative . Philip ’ s extensive background in the railway industry , including his tenure as Editor of Modern Railways , positions him well to lead CIRO into a new era of growth and strategic development .
A New Chapter for CIRO
Philip succeeds Annette Shipley , who commendably served as Interim CEO during the transitional period and played a key role in the recruitment process to appoint Philip . Annette will now return to her role as Deputy CEO . Her leadership during this time of change has been instrumental in keeping CIRO on course , and she continues to be an invaluable asset , supporting Philip operationally as he beds into the role .

During his ten years with Modern Railways magazine , including four years as Editor , he became a leading voice in railway journalism , offering valuable insights into the industry ’ s challenges and opportunities . He has also been responsible for coordinating many of the most recognisable and highly regarded events in rail , further strengthening his connections within the industry . His editorial expertise and longstanding involvement in railway matters give him a unique perspective on the sector ’ s needs and future direction .
Prior to his role at Modern Railways , Philip worked across a range of transportrelated editorial roles , gaining a comprehensive understanding of the broader UK transport landscape . His ability to connect with both front-line staff and industry leaders will be a crucial asset as he guides CIRO through this period of transformation .
