Then at the beginning of 2014 procedures with checklists for truck-to-ship, ship-toship and terminal-to-ship bunkering with LNG were included in the Port Police
Regulations, so that LNG bunkering became formally a part of everyday operations in
the port. These official procedures should help to make the bunkering procedures safe,
simple, efficient and consistent. In the meantime the Port Authority has undertaken to
help ports in other countries draw up harmonised regulations. Indeed the Antwerp
checklists served as the basis for those developed by the LNG working party of the
International Association of Ports and Harbours (IAPH), which have now become the
de facto world standard.
After much experience with LNG for barges, a new milestone was reached in
September 2015 when a seagoing ship – the Sefarina – carried out truck-to-ship
bunkering in the port of Antwerp.
With the construction of a bunker station in 2017, LNG will become permanently
available in the port at all times. Within the framework of the LNG Master Plan the
Port Authority, with the financial support of the European Commission, carried out the
necessary study work that resulted in an environmental permit and a construction
permit for the planned installation, so that the future concession-holder will be able to
get off to a flying start with the new project!
Ghent to Cologne
In neighbouring Port of Ghent, Oiltanking and Ineos Europe are co-operating in
the future on the storage and handling of naphtha and gas condensate at the
port’s Oiltanking facility. These goods will be used to supply the Ineos cracking
plant in Cologne.
Under the partnership, Oiltanking will be using 15 percent of its existing storage
capacity. Ghent Port Company is contributing to the project by renewing the quay for
inland vessels. It is moreover excited about the 2 million tonnes a year of extra cargo.
Oiltanking Ghent will invest in facilities such as steam return pipes, internal floating
roofs and steam processing units.
Naphtha and gas condensate are raw materials for a petrochemical process in which
hydrocarbon fractions are broken down into smaller hydrocarbons in order to produce
lighter olefins, such as ethylene and propylene. In other words, the processing of
naphtha and gas condensate provides for the materials to produce plastics (PET, PVC,
etc) and rubbers.
The products are supplied by seagoing vessel from the Scottish port of Grangemouth.
Subsequently, they are stored at Oiltanking at Ghent’s Rodenhuizedok. After being
handled, the products are transported from the adjacent Moervaartkaai by inland
vessel over the Rhine and on to the Ineos cracking plant in Cologne. This solution for
storage and handling enables Ineos to optimise the entire process.
Antwerp has contributed towards making LNG a reality for barge transport

Spain’s Port of Tarragona continues to invest in developing and promoting its services
to region’s chemical cluster, ChemMed, which the port authority says is the most
important cluster of its kind in southern Europe.
Companies including BASF, Dow Chemical, and Covestro are already based there.
Most recently Maxam, owner of the chemical company Nitricomax, began a €10
million expansion of its facilities in the area.
A major beneficiary of the chemical cluster is the bulk liquid storage terminals
located in or near the port. But the industry also generates significant tank
container traffic.
Starting this year, Turkish container shipping line Medkon Lines has chosen Tarragona
to set up its operational base in Spain. Through its agency Medkon Iberia SL, the
carrier now connects the Spanish port with the Turkish market, responding to demand
from the export sector.
The new service started on 1 February 2016 with the M/V Medkon Izmir calling
Tarragona. This ship has a capacity of 300 TEU and sailing will be direct to Turkey with
a transit time of six days and 10 days intervals. Port of Tarragona says this is the fastest
container service, in terms of transit time, between Spain and Turkey.
In addition to Turkish ports, the service will also call Bizerte (Tunisia), Misurata (Libya)
and Algiers (Algeria).
