ALL TOO OFTEN, in complying with building schedules or timely delivery of end products to the marketplace, quality of workmanship is either taken for granted or worse, overlooked, to the detriment of the industry as a whole and the dismay of consumers, in particular. Addressing the issue, the Construction Industry Development Board( CIDB) instituted, back in 2006, QLASSIC, the Quality Assessment System in Construction, to measure and evaluates workmanship quality of buildings. Based on set‘ Construction Industry Standards’, QLASSIC is a voluntary, pointscoring system where industry players call on CIDB to conduct quality audits of a myriad construction elements, e. g., floors, doors and windows, ceilings, walls, roofs, internal and M & E fixtures, external works footpaths and turfs.

For the many top-scoring developers and contractors committed to QLASSIC, it was a momentous occasion to be recognised by CIDB, and presented awards of excellence, at the launch of QLASSIC Day 2015. Officiating at the inaugural event, the Honourable Minister of works, YB Dato’ Sri Haji Fadillah Haji Yusof, Minister of Works Malaysia reiterated that with the construction sector valued at now topping RM70 billion( up to September 2015),“ industry players cannot afford to overlook quality issues.”

The Hong Kong Experience Assessment systems, however, are not unique to Malaysia as special guest and keynote speaker, Ar Jimmie Kai Kwong Tam shared his experience as Lead Assessor, Hong Kong Housing Authority Building Contractors’ Performance Assessment Scoring System( PASS). A holistic system that objectively measures performance of contractors and quality of work done, PASS conducts site inspections, desk-top assessments and record checks to assess:( a) Works: engineering, comprising structural( reinforcement, formwork, finished concrete, construction quality and practice) and site formation( geotechnical works, e. g., excavation, slope, filling and compaction, etc.; architectural
