Competence is more than a qualification
In construction, qualifications and competence cards matter. They provide essential evidence that someone has completed recognised training or assessment. But they cannot always show the full picture of what a person can do today, where they have applied their skills or whether important credentials are approaching expiry.
For employers managing permanent staff, contractors, plant operators and mobile workforces, that wider picture can be difficult to build. Evidence may sit across cards, certificates, spreadsheets, training records, competence schemes and separate organisational systems. Some information is held by the employer, some by a training provider and some by the individual.
The result is familiar: teams spend time requesting the same documents, checking their source and updating records manually. It can be harder to mobilise people quickly, plan renewals or identify where further learning and assessment are needed. When workers move between projects or employers, continuity can be lost.
The NOCN Workforce Competence Platform, powered by the NOCN Skills Passport, has been developed to help bring more of this evidence together.
At its heart is the NOCN Skills Passport, a secure, portable digital record for the individual. It brings together qualifications, competencies, work history, professional achievements and wider evidence of capability. The record moves with the person through learning and work, and can be shared securely when needed.
For employers, the wider platform turns individual records into a clearer workforce view. It is designed to help organisations see relevant qualifications and competencies, understand where evidence has come from and whether it has been verified, monitor expiry dates, and identify where evidence, renewal or development may be required. This matters because competence is broader than holding a certificate. It includes skills, knowledge, experience and behaviours: what someone can do, what they understand, where they have applied that capability and how they behave in the workplace.
Bringing this information into clearer view can support better conversations and more informed decisions. An employer may be able to spot an expiring credential earlier, identify evidence needed for a project, or understand where targeted learning, assessment or certification could strengthen workforce readiness. It can also reduce avoidable repetition for workers who are regularly asked to provide the same evidence.
Control remains important. Individuals retain their own Skills Passport and choose what they share. Employers receive access to relevant records rather than taking ownership of someone’ s lifelong skills history. This supports workforce visibility while recognising that people build their capability across different jobs, projects and training providers.
The platform does not replace an employer’ s responsibility to determine whether someone is competent to carry out a particular role or task. A digital record cannot make that judgement on its own. Instead, it provides clearer evidence to inform the decision and helps organisations ask better questions about capability, currency and development.
NOCN Group brings more than 40 years of experience in qualifications, assessment
and occupational competence to this work. Through its work with the Construction Plant Competence Scheme( CPCS), NOCN understands the importance of trusted evidence for plant operators, employers and the construction sector. The Workforce Competence Platform connects that expertise with a digital record designed for the way people now learn and work.
For construction businesses, the benefit is practical: less time chasing scattered evidence, earlier sight of renewal needs and a consistent way to understand workforce capability across sites. Information cannot remove risk, but it can support better planning and assurance.
NOCN is now inviting employers to be among the first to explore the platform through an early employer pilot. The starting point is not a generic demonstration, but a conversation about a real workforce challenge: how competence is evidenced now, where visibility could be improved and which workforce or project would provide a useful pilot.
