James S. (Jim) Paul 2009–Present James Paul was appointed to the position of DCC’s fifth President and Chief Executive Officer in September 2009. He is a technology industry veteran, with a career spanning almost 30 years in a variety of Canadian technology companies, including as founder and president of a video networking company and in senior management roles with publicly-traded Canadian technology companies in the voice and data communications sector. Until September 2009, James Paul also served as Chair of the Canada Science and Technology Museum Corporation. An Ontario lawyer, he earned a law degree from the University of Ottawa after studying in the business program at Carleton University. Jim has worked extensively on managing major infrastructure projects—from the proposal stage through to contract award and delivery—in particular, for critical infrastructure projects in the civilian, government and defence sectors. As part of his role managing the resource needs for a number of high-growth companies, he was also involved in the planning, 138 financing and construction of a number of major building projects located in Canada, the United States and Europe. These projects included general office buildings as well as specialized technology facilities, such as high-tech manufacturing and semi-conductor fabrication facilities. With this background, Jim came to DCC with a clear strategic direction that was shaped by several priorities. This included managing DCC’s growth in an unprecedented period of increasing investment and demand for major infrastructure projects for DND/CF. Ensuring that DCC maintains its capability and agility in its human resources, service line development, management organization and business optimization is a significant part of this vision. Equally important is raising DCC’s profile and, as a comple- mentary goal, strengthening relations with its partners in industry, at DND/CF and with its government stakeholders, as well as DCC’s board members. When taken as a whole, this strategy ensures that DCC will remain a key partner for DND, while being recognized as an industry leader. BREAKING NEW GROUND DEFENCE CONSTRUCTION CANADA
