Chair and Chief Executive’s Year
in Review 2016/17
With the ever increasing pace of the modern
world and the ‘to-do’ list lives so many of us
lead, it is all too easy to lose track of our
achievements along the way. So, taking time
to reflect is a good exercise. Reflecting on this
past year at the BOPDHB has brought with it a
deep sense of pride as a huge amount has
been achieved by so many people.
A theme which has emerged when looking at
individual projects more closely is that many
are laying the groundwork for the future in
some way. It is a trend evident in our four
current Strategic Priorities: Strategic Health
Services Plan; Staff Engagement and Culture;
Good to Great Māori Health; and Quality
Review.

was chosen as it shows that while each piece
of work is distinct, the priorities are very
much related, and that together their
achievement will help move our organisation
forward.
Strategic Health Services Plan
Our Strategic Health Services Plan (SHSP)
represents a huge piece of work completed in
the last year. It sets the scene for what we
need to focus on in the next 10 years to keep
our communities healthy and thriving. It will
inform our longer term thinking, how we
develop our workforce, capital investment,
and operational investment, for example.
Whilst most of our population enjoy good
health and have good access to health
services, the health needs of our communities
are changing, our population is growing, and
we need to be able to respond to that. The
SHSP will guide us over the next decade to
provide health services which better support
people to stay well and manage their own
health. Priorities include: strengthening our
focus on providing integrated health services;
intervening as early as possible; bringing
health services closer to the patient; and
providing the right mix of health support in
the right place.
Staff Engagement and Culture
Over the last 12 months we have been heavily
engaged in work to help develop our
organisational culture. This Creating our
Culture campaign required staff, leaders,
patients and their families / whānau to
participate through online surveys, attending
sessions and workshops to create the culture
they want for the BOPDHB.
The buy-in has been incredible. In November
last year, 1,010 staff and 289 patients,
families and their whānau, attended 17
sessions across both Whakatāne and
Tauranga sites, 1,826 surveys were completed
(1,537 by staff and 289 by patients,) 486
evaluations of the sessions were filled in and
staff feedback was collated into 377 A4 pages.
Then in February 2017 a further 13 sessions
were held over a week and 879 staff
attended. In May 263 members of staff
participated in workshops which were
interactive and creative.
Throughout this process we’ve established
where we are now and where we want to be.
As a result some things have already started
to change. We know that changing
organisational culture will be a long journey -
this past year has set that change in motion.
Part of this work has led to the evolution of
our organisational values of CARE
(Compassion, All-one-team, Responsive,
Excellence). These changes reflect the
behaviours staff, patients and their families /
whānau have told us are important to them.
