THE 8 %
Bluffton ' s oldest neighborhoods— the Historic District, Buck Island- Simmonsville and Goethe-Shults communities— were developed before more recent community planning. The Town implements infrastructure projects in these areas, such as sidewalks, sewer connections, drainage and lighting because there was no planned infrastructure. The other 92 % of the town ' s neighborhoods have the benefit of planned infrastructure and POA.
