The Redbank Estate has been a landmark development in North Richmond since 2011, steadily growing into a thriving community of families, businesses, and green spaces. Now, plans are underway for its final chapter a 35-hectare expansion into Kemsley Park, set to bring even greater opportunities for local residents and the wider Hawkesbury.
At the heart of the Redbank Expansion Area is the idea of connection linking new families with the services, spaces,
|
and lifestyle that North Richmond already enjoys. The vision includes around 300- 350 new homes, accommodating up to 1,120 residents, built around a walkable street grid and more than five kilometres of footpaths.
A central neighbourhood park and hilltop park will anchor the development, with over five hectares of new green space, carefully designed to preserve existing vegetation.
Importantly, these new amenities will integrate with the broader Redbank Estate, which already offers over 34 hectares of open space, village shopping anchored by an IGA supermarket, and popular community hubs such as Butler’ s Pantry café and Peel Park.
Access has long been a focus for the North Richmond community, and significant upgrades are on the horizon. A $ 500 million joint commitment by the Australian and NSW Governments will see the construction of a new high level bridge over the Hawkesbury River, with work commencing in 2026.
In addition, Redbank Communities will fund the Grose River Bridge and connecting roads, ensuring safer travel during major flood events. The GRB project planning is well underway with geotechnical testing complete

and detailed bridge design nearing completion. TfNSW are now many months into the property acquisition process. Once TfNSW have completed their land acquisition, construction on the bridge will commence with a build time of approximately 12months.
Public transport options already serving Redbank and North Richmond including bus routes 678 and 680, along with rail links from Richmond Station provide important connections for residents commuting to Penrith, Blacktown, and beyond.
The new neighbourhood will build on Redbank’ s reputation for family friendly recreation. Residents already enjoy Peel Park a six-hectare, multi-use regional facility upgraded with sporting fields, courts, skate plaza, cricket nets, picnic shelters, and a dog park alongside local playground and waterplay areas. The expansion will add even more opportunities for outdoor living, fitness, and family activities within walking distance.
The area is well served by schools, childcare centres, and health facilities. Local enrolments suggest that new families moving to Redbank are helping sustain the viability of North Richmond’ s schools. Hawkesbury Hospital at Windsor,
|
Nepean Hospital, and numerous GPs and dental clinics ensure ready access to health care, while a new childcare centre in Redbank has been developed to meet growing demand from young families. With new homes, parks, and vital infrastructure on the way, the Redbank Expansion at Kemsley Park promises to strengthen North Richmond’ s identity as a connected, vibrant community. The vision aligns with Hawkesbury City Council’ s long term goals of creating a healthy, inclusive region one where residents can live, work, and play locally, with the confidence that essential services and lifestyle amenities are close at hand.
As the final piece of the Redbank story takes shape, it offers not just new housing, but a long-term investment in the people and future of North Richmond.
