Budget 2025 : A Step Forward for Healthcare , But Is It Enough ?
The Union Budget 2025-26 , presented by Finance Minister Nirmala Sitharaman , underscores the Indian government ' s commitment to strengthening the nation ' s healthcare infrastructure . With an allocation of Rs 99,858.56 crore to the Ministry of Health and Family Welfare , this budget marks a 9.78 % increase from the previous year ' s Rs 90,958.63 crore and a significant 191 % rise from Rs 34,286 crore in 2014-15 .
The budget proposes the establishment of 200 new daycare cancer centres in district hospitals for FY2025-26 , with plans to expand to all districts over the next three years . An addition of 10,000 medical education seats aims to address the shortage of healthcare professionals and improve access to medical education . To enhance access to critical therapies , 36 life-saving pharmaceuticals have been exempted from basic customs duty , and six essential medicines have been added under a concessional 5 % duty . The " Heal in India " initiative , in collaboration with the private sector and supported by easier visa norms , aims to position India as a global hub for medical tourism .
The increased budgetary allocation reflects a positive trajectory towards enhancing healthcare services in India . The focus on cancer treatment infrastructure , support for gig workers , and expansion of medical education are commendable steps addressing critical areas . However , despite these initiatives , the healthcare allocation constitutes approximately 1.97 % of the total government expenditure , indicating room for further enhancement .
While the exemption of 36 life-saving drugs from customs duty is a welcome move , the industry had anticipated broader fiscal support , including re-introduction of weighted average tax benefits for R & D and reduced GST on health insurance premiums .
The Union Budget 2025-26 makes significant strides in strengthening India ' s healthcare sector through increased funding and targeted initiatives . Continued focus on equitable resource distribution and comprehensive policy support will be essential to achieve the nation ' s health objectives .
