Maybe war is the best option. The CNDP may have an unknown reason to not implement the peace deal. This structured army easily has more credibility than the M23 and may know what is best for their country. While the CNDP has been reported doing many bad things the M23 has often been reported to kill and rape innocent civilians. (Human Rights Watch, 2013)
It is important that the M23 fight for a peace deal that should have been in act years ago. On the other hand it seems pretty ironic that they are fighting for peace. Even though they have laid down their arms, there is uncertainty that they are fully done fighting and that they are regrouping in Rwanda. If the M23 has truly laid down their arms then they can maybe find new ways to force the CNDP to implement the Peace deal. But as for now, the U.S. has been and should continue pressuring Rwanda to stop supporting the M23 rebellion. (Harding, 2013)
