AWB opposed this bill sponsored by Sen . Bob Hasegawa , D-Seattle , which would have exempted new businesses from having to pay B & O taxes within their first two years , while at the same time imposing an additional mitigation tax on B & O taxpayers to offset lost revenue from exempting new businesses from paying B & O taxes . Fortunately , this bill failed to move forward and died in committee .
SB 5769 state tax system

AWB supported an omnibus tax cut bill , sponsored by Sen . Lynda Wilson , R-Vancouver , that would have provided tax relief in four ways . First , it would have provided a property tax homestead exemption , which exempts the first $ 250,000 of a primary residence from the state property tax . Secondly , the bill would have eliminated the manufacturing B & O tax , as this is a sector of the economy that has lost over 70,000 jobs since the turn of the 21st century . Next , it would have eliminated the capital gains income tax , as voters have rejected an income tax 11 straight times . Finally , the bill would have eliminated the long-term care payroll tax and program , as it is financially unsound , and voters have twice rejected measures related to the tax . This bill received one hearing but failed to gain the traction needed to make it out of committee .
ESB 5800 tax and revenue laws

AWB supported this bill , sponsored by Sen . Mark Schoesler , R-Ritzville , which would modify tax and revenue laws in a manner that is estimated to not affect state or local tax collections by easing compliance burdens for taxpayers , clarifying ambiguities , making technical corrections , and providing administrative efficiencies . Initially , AWB did not support this legislation based on some language establishing new criteria to qualify for the warehouse and grain elevator construction and equipment sale and use tax exemption . We worked with Sen . Schoesler to remove that language , which moved us to a position of support . This bill moved easily through both chambers , passing the Senate 49-0 and the House 95-0 .

AWB supported this bill , sponsored by Sen . Judy Warnick , R-Moses Lake , which extends the expiration date for a reduced business and occupation tax rate for manufacturers and wholesalers of certain kinds of solar energy systems and their components from July 1 , 2027 , to July 1 , 2032 . It also removes the requirement for industrial and manufacturing lands to be zoned as of Dec . 31 , 2014 , under the property tax exemption for targeted urban areas . This legislation is an opportunity for more companies to come
