Anti Social Use of a Pedal Cycle Warwickshire Police have had reports of Anti Social use of pedal cycles being ridden in and around Rugby without due care and attention, causing Anti Social Behaviour. These reports are becoming more frequent and dangerous within the community. The bikes are being ridden in a dangerous manner as part of a new craze across the borough. This is unacceptable and causing alarm with members of the public. We want to remind parents of children with bikes that should they ride their bike in a dangerous manner, on a road or footpath without due care and attention will be guilty of an offence. Section 29 of the Road Traffic Act 1988 creates the offence of Cycling on a road without due care and attention or reasonable consideration. We are regularly dealing with large groups on pedal cycles who, at times, are riding with no helmets, riding with another person on handle bars on roads, pulling wheelies in to oncoming traffic. The amount of near misses is unacceptable and we are looking to deal with any one anyone committing the above offence. They will be dealt with under Section 29 of the Road Traffic Act 1988. Parents – How can you help? Please speak with your children about the dangers of cycling without due care and attention. They should be wearing helmets and hi-visibility to ensure they are safe at all times. Cyclists who are identified to be riding dangerously, could potentially be prosecuted. We want children to enjoy the summer holidays and would encourage them to be outdoors, however, their safety and the public’s safety is our main priority. Rugby Safer Neighbourhood teams want to promote Cycle and Road safety to ensure a safe environment for members of the public.
