THE AGBU'S MAJOR PROJEVTS IN SOVIET ARMENIA

The fact that the AGBU had the right to operate independently in Armenia was of course not uncontroversial. The HOG, which had been founded in Yerevan in September 1921, was charged with creating branches in the Armenian diaspora and launching a big campaign to raise funds for the reconstruction of Soviet Armenia. But the HOG was much more than a mere humanitarian organization; it was also actively involved in increasing Soviet influence over the Armenian communities of the diaspora. Its practical work, guided by the Soviet Armenian leadership in Yerevan, took on a distinctly political cast. It mobilized powerful networks in order to denigrate all Armenian organizations that failed to adopt an “orthodox” position on Soviet Armenia and the Soviet regime, and, above all, it maintained a monopoly on relations with Armenia. This meant that the fact that the AGBU was able to operate independently in Armenia constituted, in the eyes of the HOG, a precedent that was not easy to accept.
