Tributes for GP who was Whitlam ’ s minister
PAUL SMITH THE country ’ s political leaders have paid tribute to the GP and former Federal Health Minister who played a leading role in the creation of Medibank , which secured affordable healthcare for millions of Australians .
Dr Doug Everingham , who died last month , was the health minister during the Whitlam Government , having trained as a psychiatrist , surgeon and worked as a GP in Rockhampton in Queensland .
Prime Minister Malcolm Turnbull described him as a compassionate man who had helped to change Australia for the better .
“[ He ] oversaw significant reform , which , crucially has had an enduring , beneficial impact on our nation ,” Mr Turnbull said last week in a speech to Parliament .
“ We remember one of the true characters of this place , very much his own man , walking his own path .”
Dr Everingham was elected to Parliament as the MP for Capricornia , Queensland , in 1967 . He was one of the socalled ‘ Whitlam academics ’.
He was a doctor ahead of his time , who shunned the trappings of office , a pacifist and a proponent of one world governance .
Labor leader Bill Shorten told Parliament : “ Unusually for the times , Doug was
Registrars failing to comply with PSA testing guidelines : study
JOCELYN WRIGHT GP registrars are inappropriately offering PSA testing to asymptomatic men , Australian research suggests .
A review of more than 20,000 consultations by 856 GP registrars between 2010 and 2014 found that PSA tests were often ordered without sufficient discussion with men outside the recommended age range and sometimes as part of a routine check-up .
The University of Newcastle study found that GP registrars ordered asymptomatic PSA tests in one in 50 consultations for men over 40 .
More than one-third of PSA tests ( 37 %) were ordered for men outside the target age group of 50-69 .
Registrars were more likely to order PSA tests along with additional tests , suggesting that they were often being

His work as a psychiatrist in Sydney convinced him that locking up patients with severe mental illness needed to end , a view that he formed long before the institutionalisation of patients was widely condemned .
But Dr Everingham also had his quirks . He became widely known as an opponent to water fluoridation . As a campaigner for phonetic spelling , he wanted the Department of Health to be renamed the “ Department of Helth ”.
Gough Whitlam once sent him a curt letter reminding
ordered as part of a panel of tests .
PSA testing was also related to the number of health concerns raised during the consultation , suggesting it him that spelling reforms fell outside his responsibility as health minister . It also led to ministerial correspondence where Mr Whitlam would start letters with “ Dear Dug ” and sign them off with “ Yurs Gof ”.
During the 1960s and early-1970s , the battle for Medibank was strongly opposed by the AMA and the conservative right . Critics argued the introduction of universal health insurance amounted to a socialist takeover , with claims the freedom of Australians was at stake .
The Australian Senate twice blocked the reform , triggering a double dissolution of Parliament . The legislation was made law and Medibank was finally launched in July 1975 .
was ordered as an “ add-on ” to other investigations for hypertension , diabetes and CVD , the researchers said .

More than one-third of PSA tests that GP registrars ordered were for men outside the target age group of 50-69 .
Dr Everingham played a leading role in the creation of Medibank .
Dr Mike Freelander , a paediatrician and now MP for Macarthur , NSW , said in his own tribute : “ As a medical student [ in the 1970s ] I witnessed the difficulties people without medical insurance had in accessing medical care . I also saw the way people with severe mental illness and disability were chronically institutionalised … Dr Everingham was at the forefront of a medical and social revolution that shaped my career and my life .
“ He ’ s now sometimes remembered for this eccentricities such as his [ liking ] for Esperanto and the phonetic language … but he was really a seminal figure in healthcare in Australia .”
Dr Everingham died in Brisbane at the age of 94 .
shorter consultations was at odds with guidance that it should only be undertaken at the request of the patient when they are asymptomatic and after full discussion of the pros and cons , they said .
“ We would have expected an association of PSA testing with increased consultation duration , given the strong guideline recommendation for detailed counselling .”
The study results suggested that registrars were not fully aware of the evidence on benefits and harms of testing , the authors said . “ Our findings suggest that noncompliance with current guidelines for PSA screening may be relatively common and that targeted education of GPs and patients is warranted ,” they concluded .
