Goverments and NGOs role?

“Both Government and civil society organizations involved in improving transparency and accountability and reducing corruption, should be assisted with funding, training, capacity strengthening as well as moral and political support”.

---> not only the governments are responsible for guaranteeing the security of human rights by developing and improving both accountability and transparency,

citizens are also responsible for doing so:

by creating civic organizations,

having the awareness about the dangerous effects of being careless.

Example:

“Transparency: official business conducted in such a way that substantive and procedural information is available to, and broadly understandable by, people and groups in society, subject to reasonable limits protecting security and privacy”. This means that citizens who have businesses should also be responsible of having transparency in order to allow people participate in the business, or at least understand the business that is being conducted.

And since accountability requires transparency, here, accountability can play its role, since transparency is on the field by the support of government officials and citizens.

By improving the accountability, the outcome will be the effectiveness (positive or negative) that can be seen easily.
