TRANSPARENCY

Information should be managed and published so that it is:

Relevant and accessible:

plain and readily comprehensible language

detail and disaggregation necessary for analysis

available in ways appropriate to different audiences

Timely and accurate:

available in sufficient time to permit analysis

provided while planning, during and after the implementation of policies, programs

up-to-date, accurate, and complete

Two types of transparency:

Opaque: Does not reveal how institutions actually behave, just provides information

Clear: Information access and reliable information about institutional performance, specifying officials’ responsibilities as well as where public funds go.
