The structural steel of the skyscraper, built to withstand winds in excess of 200 miles per hour and a large conventional fire, could not withstand the tremendous heat generated by the burning jet fuel. And the Office of Emergency Management (OEM) and Customs radio repeaters were located on top of the World Trade Center tower complex. Once his team was accounted for, Scott and members of his group drove to as close as they could get to what would eventually be known as ‘Ground Zero,’ parking at One Police Plaza (1PP).
