2021 ASCE-NH Annual Meeting Summary Scholarship Awards / Outstanding Civil Engineering Award ( OCEA )
The ASCE-NH Section Annual Meeting was held via Zoom Video Communications on Wednesday , July 14 th , and brought together nearly 50 attendees . The meeting began with the scholarship awards that were the product of the Section ’ s fundraising efforts over the last program year ( 2020-2021 ), which resulted in $ 20,000 . The four $ 5,000 scholarship award recipients are as follow :
• Owen Libby – Bow , NH ( High School Award ; will be attending the University of Maine , Orono )
• Ben Sporcic – Pembroke , NH ( High School Award ; will be attending the University of Vermont )
• Logan Stevens – Concord , NH ( Russell Stearns Scholarship Award )
• Dustin Wells – Bow , NH ( Russell Stearns Scholarship Award )

Second on the agenda was a presentation of the NH Department of Transportation ’ s I-93 Widening ( Salem to Manchester , NH ) Project , which was the recipient of the 2021 Outstanding Civil Engineering Award ( OCEA ). The webinar was led by Wendy Johnson , P . E ., who is a Project Manager in the Bureau of Highway Design at NHDOT . Wendy was able to provide an inside look at NHDOT ’ s ‘ measuring stick of project excellence ’. To date , this was one of their most ambitious projects ever undertaken – the widening a 20-mile segment of I-93 , as well as upgrading 5 interchanges and 45 bridges , between the Massachusetts Stateline to Manchester . The overall goal of the project was simple – improve mobility , capacity , and safety .
In addition to the overall corridor highway improvements / modernization , park-and-ride lots were added and improved , while bus service facilities / terminals were opened . Construction included many drainage and water quality improvements designed to protect NH ’ s streams and lakes along this segment ; notably , thousands of engineering hours and millions of dollars were spent to minimize impacts to Canobie Lake and Cobbetts Pond from stormwater from the expanded facility . The project was designed with the intent to collect and treat stormwater runoff using Best Management Practices ( BMPs ) such as gravel wetlands , extended wet detention and infiltration basins . To ensure adequate BMP designs / monitoring , extensive collaboration was executed between NHDOT and the New Hampshire Department of Environmental Services ( NHDES ); similarly , NHDOT worked closely with local emergency responders along the project limits to develop a spill containment plan
The I-93 Widening ( Salem to Manchester , NH ) Project was a resounding success and a well-deserved recipient of the 2021 OCEA . Congratulations to all involved including – NHDOT , NHDES , Federal Highway Administration ( FHWA ), municipalities , stakeholders , emergency responders , politicians , the State of Massachusetts , 19 major prime consultants ( design firms ), and 18 major prime contractors / 63 major subcontractors .
