ANNUAL INSTRUMENT APPROACHES
An instrument approach, as defined by the FAA, is “an approach to an airport with the intent to land by
an aircraft in accordance with an Instrument Flight Rule (IFR) flight plan, when visibility is less than
three miles and/or when the ceiling is at or below the minimum initial approach altitude.” To qualify
as an instrument approach, aircraft must land at the airport after following one of the published in‐
strument approach procedures in less than visual conditions. Forecasts of annual instrument ap‐
proaches (AIAs) provide guidance in determining an airport’s requirements for navigational aid facili‐
ties, such as an instrument landing system. It should be noted that practice or training approaches do
not count as annual AIAs, nor do instrument approaches conducted in visual conditions.
During poor weather conditions, pilots are less likely to fly and rarely would perform training opera‐
tions. As a result, an estimate of the total number of AIAs can be made based on a percentage of itin‐
erant operations regardless of the frequency of poor weather conditions. An estimate of three percent
of total itinerant (general aviation, air taxi, military, and air carrier) operations is utilized to forecast
AIAs at Arlington Municipal Airport, as presented in Table 2T.
