GENERAL AVIATION OPERATIONS
General aviation operations are classified by the airport traffic control tower (ATCT) as either local or
itinerant. A local operation is a takeoff or landing performed by an aircraft that operates within sight
of the airport or which executes simulated approaches or touch‐and‐go operations at the airport. Itin‐
erant operations are those performed by aircraft with a specific origin or destination away from the
airport. Generally, local operations are characterized by training operations. Typically, itinerant opera‐
tions increase with business use.
Airport operations can be further broken down into distinct groups. For facilities such as Arlington
Municipal Airport, operations typically include general aviation, air taxi, and military. General aviation
operations are those conducted by private individuals or companies that are not associated with
scheduled passenger services or non‐scheduled transport services for hire. Air taxi refers to those op‐
erators that are certified in accordance with Title 14 Code of Federal Regulations (CFR) Part 135 and
are authorized to provide on‐demand public transportation of persons and property by aircraft. Mili‐
tary operations are those conducted by military personnel and aircraft. Arlington Municipal Airport
has also experienced air carrier operations in previous years, with a noticeable increase in activity over
the past two years. Air carrier operations are those conducted by commercial aircraft having a seating
capacity of 60 or more and/or a maximum payload capacity of 18,000 pounds. Air carrier operations at
the Airport include large air cargo operators.
Table 2M depicts the history of all aircraft operations at Arlington Municipal Airport since September
2006, when the ATCT became operational. Itinerant operations have generally been on the decrease
in recent years. In 2007, the airport experienced 80,166 itinerant operations, which represents the
highest count for a calendar year since the ATCT became operational. The lowest count was experi‐
enced in calendar year 2013, as the ATCT logged 38,284 itinerant operations. Local operations have
fluctuated at the airport since 2006. The highest number of local operations was experienced in 2007,
when the airport logged 78,259 operations. Similar to itinerant operations, local operations have gen‐
erally decreased over the years, and 2013 marked the lowest number of calendar year local operations
at 28,445. Since this time, the airport has experienced two years of positive growth in local operations.
Overall, 2007 marked the highest number of total aircraft operations when the Airport experienced
158,425 operations. Conversely, the Airport experienced its lowest operational activity in 2013, when
66,729 aircraft operations were logged.
These operational statistics are based on actual ATCT counts conducted when the tower is open and do
not reflect operations that occur while the tower is closed. An adjustment will be added to the final
operations forecast later in this chapter to account for operations that occur when the tower is closed.
The operational mix at Arlington Municipal Airport has been approximately 58 percent itinerant and 42
percent as local since 2006. Higher itinerant operations at a general aviation airport typically indicates
that the airport is an important destination for businesses as well as for personal and recreational ac‐
tivities.
