Historical growth analysis is a simple forecasting method in which the historical annual growth rate is
identified and then extended out to forecast years. This analysis method assumes factors that impact‐
ed growth in the past will continue into the future.
Correlation analysis provides a measure of the direct relationship between two separate sets of histor‐
ic data. If there is a reasonable correlation between the data, further evaluation using regression anal‐
ysis may be employed.
Regression analysis is a statistical technique used to measure the relationship between variables. This
technique yields an r‐squared (r 2 ) value which shows the level of correlation between the variables. If
the r 2 value is greater than 0.95, it indicates a strong predictive reliability.
Beyond five years, the predictive reliability of the forecasts can diminish. Therefore, it is prudent for
the airport to update the forecasts, reassess the assumptions originally made, and revise the forecasts
based on the current airport and industry conditions. Facility and financial planning usually requires at
least a 10‐year preview since it often takes several years to complete a major facility development pro‐
gram.
Another consideration is technological advances in aviation have historically altered and will continue
to change the growth rates in aviation demand over time. The most obvious example is the impact of
jet aircraft on the aviation industry, which resulted in a growth rate that far exceeded expectations.
Such changes are difficult, if not impossible, to predict and there is no mathematical way to estimate
their impacts. It is important to use forecasts which do not overestimate revenue‐generating capabili‐
ties or understate demand for facilities needed to meet public (user) needs.
Forecasts of aviation demand for Arlington Municipal Airport have been developed by utilizing statisti‐
cal methods, available existing forecasts, and analyst expertise. The following section presents the avi‐
ation demand forecasts and includes activity in two broad categories: based aircraft and annual opera‐
tions.
AVIATION FORECASTS
The following forecast analysis examines each of the aviation demand categories expected at Arlington
Municipal Airport over the next 10 years. Each segment will be examined individually, and then collec‐
tively, to provide an understanding of the overall aviation activity at the Airport through 2024.
The need for airport facilities at Arlington Municipal Airport can best be determined by accounting for
forecasts of future aviation demand. Forecasts for airport activities include the following:
Registered Aircraft
General Aviation Operations
Based Aircraft
Air Taxi, Military, and Air Carrier Operations
Based Aircraft Fleet Mix
Annual Instrument Approaches
